One of the convenient ways for economic development is the establishment of the free commercial-industrial zones. The other way for economic development is substructural development and improvement of the traort system plays a key role in economic growth and development of zone and decreasing of poverty. For increasing economic utitlity a compound of two above factors is accounted as free corridor. Free corridor is an axis for transit and area whith is under its influence act as free zones of export process. In the other word in the areas goods are imported without paying the customs duties an be packaged or loaded again, and also consist of nessery buildings for producing of exportal productions in which importal crude goods and intermediator googds will chage to final production and export. The east axis because of it’s potentially ability and the outstanding situation of country and also as a result of international request has gained a gold opportunity to prepare an extent effort in the field of business, income, welfare and accumulation of capital, the process which development and permanence are its results. In this research with emphasizing on the outstanding location of Iran as a capital especially the communicative location of Chabahar, and the east axis for connection the middle Asia, Afghanestan, Ghazaghestan and Russia to international waters the development of the east axis as a free corridor based on the above subjects is researched. Free corridor is an appropriative experience for interrelationship between the areas with different potentials in geographic and humane sources. This plan can be counted as an exceptional economic and commercial opportunity for Iran to support transit of goods and to produce necessary goods for intermediary markets with less cost and more safety. Meanwhile international corridors as the original sources for transit in the world and as a facilitator for increasing access of countries to traort’s benefits and benefiting of additive value are very important. In this direction free corridor causes decreasing economic dependence on petroleum incomes, removing the deficiencies of national economic development, benefiting of national economic facilities, establishing regular communication between national and international economy, decreasing of dependence of economy on petroleum incomes, increasing of investing of private sector etc. to this end in this research at first the area of plan inside the country which consist of the cities that are areas for passing and then the area of it’s influence in other countries like: middle Asia and east neighbors of Iran are investigated. Then by use the rules pertaining to site selection of industries in free areas the potential of any city’s industrial development will be determined and industries pertaining to its will be allocated.
