By considering the standard model on a noncommutative space and expand the action in the noncommutativity parameter,,we find new vertices which are absent in the standard model on ordinary space. Neutrinos do not carry a U(1) (electromagnetic) charge and hence do not directly couple to the abelian gauge bosons (photons)-at least not in the commutative setting. In the presence of space noncommutativity, it is, however, possible to couple neutral particles to gauge bosons via a star commutator in the adjoint representation. In this research we consider effect of photon-neutrino interaction on neutrinos mean free path and energy-loss rate in neutron stars. We obtain two bounds on the noncommutativity parameter,, with respect to escaping or trapping of the neutrinos inside the neutron star as .
