With population growth and significant increase in urban areas, the life in big cities and especially the metropolitans has faced various challenges such as increase in travel demands and traffic congestions. The lack of proper traffic distribution and the dependence of individuals on private vehicles result in adverse consequences such as air and noise pollutions, increase in traffic accidents, high fuel consumption, and waste of time and money for the passengers of any traortation system, that would impact the life quality of the citizens. Such problems push planning organizations to find the appropriate solutions for balancing and organizing of the system by creating new policies and/or changing the existing policies. The traortation demand management has a significant influence on solving urban traffic problems by using tools such as land use planning, control of the future development and byensuring that people will not be dependent on their personal vehicles. The purpose of this study is to prpose an innovative methodology that provides population and employment placement during the process of traortation network design, which will results in improvement of sustainable traortation in major urban areas. The proposed method was implemented on the Sioux Falls network, for which the population and employment placement caused improvements in indicators such as air pollution, traffic congestion and traortation costs.
