Water is the most important production factor in Iranian agriculture. Due to the low amount of precipitation in the most regions, agricultural activity is not possible without irrigation. One of the major problems of Iranians rural areas is the extremely water shortage for irrigation and domestic consumption. It sounds that the most challenges in the water resources management is the consequences of the project by project planning. On the other hand, provincial administration of the traoundary river basins has been exacerbated these problems. Adaptive water governance is one of the missing key elements of decision making on water management. The aim for this research is to evaluate the awareness of adaptive water governance in the Zayande-roud river confliction resolution. Data was collected by using stratified sampling method through face-to-face interviews with the 171 farmers of Isfahan and Charmahal-bakhteuar provinces, based on a comprehensive structured questionnaire. Furthermore, another part of data was gathered through interviews with the staffs of Agricultural Organization and Water Authority of both provinces. Before the survey, the reliability of questionnaire was initially evaluated on a pre-test by 30 farmers by using Cronbach’s alpha coefficient (0.871) and the validity was approved by using Kaiser-Meyer-Olkin (.783) value and the opinion of the experts. The results indicates that the most important factors in water scarcity in river basin respectively are drought, industry consumption and other provinces water uses. In addition, the most human factors in the water shortage crisis are the presence of different decision makers in river basin, establishment of different industrial factories and exploitation more than 7600 wells. Right now, the stakeholders prefer to use respectively the forcing, complain, intermediation and negotiation in river basin conflict resolution. On other hand, according to their attitude, the most sustainable methods are the conditions in which they can state their opinion, intercession and the negotiation. Furthermore, assessing the component of adaptive water governance index in the river basin show no sustainability. Therefore, improving the condition of adaptive water governance seems to be vital.
