Nowadays, the dominant view in economics is based on decreasing governmental expenditure and going toward privatization in order to reducing expenses, enhancing the effectiveness of public sector and finally improvement of social welfare. General policies of article 44 of Iran’s constitution is one of the most important economic instruments focusing on privatization of public companies. Decentralization of water sector is more complicated because of diverse and sensitive functions of water. The aim of this study is investigating the impact of general policies of article 44 of constitution (privatization) on the farmers of Nekou-abad, Abshar and Rodashtin’s irrigation and drainage networks in Zayandeh-rood river basin. The population of this study is composed of all farmers and related experts in these irrigation networks. Data were collected on a sample of 265 farmers and census of experts through face-to-face interviews based on a questionnaire. Before the survey, the reliability and validity of questionnaire was initially evaluated on a pre-test study respectively by using Cronbach’s alpha coefficient and expert’s judgment. The results show that the privatization of Mirab Zayanderood company (MZC) has reduced the accountability, justice, owned shares to the private sector was delegation. According to importance of stakeholder’s participation law’s power and clarity as well as the farmers authority in the networks. The type of decentralization at the MZC establishment was based on deconcentration and in the next phase after transfer of state- in irrigation and drainage management, it is necessary to provision of the institutional context and authority for farmers. On the other hand, power transfer is effective when the authorities have believed to farmer’s participation.
