Tourism is currently the largest and fastest growing industry in the world. In 2017, more than 1.3 billion people traveled and the total revenue of this large industry reached $ 1.23 trillion. The growth and development of tourism requires the planning and implementation of effective strategies in various fields of tourism. In this regard, the first step in the development of tourism in each region is to determine the tourist attractions in it. In the present study, using ISM model, key indicators for strategic planning in the field of tourism in Isfahan were modeled. Using the opinion of experts, 40 key indicators that had the most relationship with tourism in Isfahan and also with themselves as a system were selected. Then, using the opinions of the same experts, the type of relationship and their influence and effectiveness in the form of self-structural interaction matrix were determined. Using the information obtained from the self-interaction matrix, matrices 0 and 1 were created for the indices. The final access matrix was obtained by considering the percentage of impact and effectiveness of each index. Among the indicators, the indicators of "urbanization, planning and construction", "economic structure" and "cultural and historical heritage" were the most influential indicators. The "economic profitability" index was also the most influential index. Then, by developing the initial and effective set for the indicators, the levels of each index were obtained. Using the obtained levels, an interpretive structural model was obtained in six levels for the planning system. At its highest levels, indicators such as "Tourism Demand Structure", "Tourism Planning", Tourist and Visitor Satisfaction "," Infrastructure Development "," Economic Impact of Tourism Activities "and" Development of Legal Structure "were at the highest levels. At the lower levels of the model, indicators such as "social equality", "quality of the planning process", "population income level", "education" and "health" were at the lowest level. Using the relationships obtained in the final access section, fuzzy relationships were applied considering the strength of the relationships in the fuzzy binary matrix. Then, by converting the numbers of this matrix to numbers 1 to 3 and the potential effect (P) in MICMAC software, graphs and maps of relationships between indicators were obtained. Then, using the chart of direct effects of the indicators, four areas of the chart including autonomous indicators, dependent indicators, linkage indicators and independent indicators of the planning system were identified. The ISM model defines the hierarchy of actions taken by managers to maximize the impact of these indicators for the successful implementation of their strategic planning. MICMAC analysis shows some of the indicators that need attention from managers due to their dependency and motivation.
