Technology Management is set of management disciplines that allows organizations to manage their technological fundamentals to create competitive advantage . Typical concepts used in technology management are technology strategy (a logic or role of technology in organization), technology forecasting (identification of possible relevant technologies for the organization, possibly through technology scouting ), technology roadmapping (mapping technologies to business and market needs), technology project portfolio ( a set of projects under development) and technology portfolio (a set of technologies in use). The role of the technology management function in an organization is understand the value of certain technology for the organization. Continuous development of technology is valuable as long as there is a value for the customer and therefore the technology management function in an organization should be able to argue when to invest on technology development and when to withdraw. One of the most important fields of management of technology in any organization is technology strategy that as part of the overall strategy can affect all aspects of the organization.There are different views and models in the field of technology strategy development that each of them has advantages and disadvantages. Hierarchical and resource-based views in today's business environment seems extremely inappropriate, Because, dynamic relationship between technology and strategy that will be ignored. In this research an incorporated Technology Strategy Development model is presented based on resource-based view and dynamic view. One of the famous of strategy development models is SWOT analysis which simultaneously considers both of internal and external environments. One of the most important problem of SWOT analysis is lack of sufficient attention to competitive advantages and role of resources and capabilities. In this research an incorporated model is presented based on SWOT Analysis and Resource-Based View. This model has many advantages of SWOT analysis and resource-based view simultaneously and the main part of their problems has been eliminated. One of the new aspects of the model is considering organizational resources beside quadruplet internal and external factors in technology strategy development. Moreover, this model established appropriate communication between technical knowledge and technology as one of the most important source and other resources. This research provides a practical context of resource-based view for in technology strategy development which can help many organizations to develop efficient technology strategies. The offered model in this research has implemented in Isfahan Optics Industries (IOI) that its results show the high efficiency of model in dynamic environment.
