Complex external environment has forced the top managers of organizations to turn to strategic management and take a strategic approach to their activities. The full implementation of the organization's strategic plan is one point that is most important but less considered in strategic management. Balanced scorecard is known as one of the strategic implementation methods in organizations. In this research, a participatory model is proposed to be combined with BSC to remove limitations such as non-alignment of employees, lack of management commitment, lack of strategy transfer. This means using the concept of participation to design a model for employee participation in the organization to better implement the organization's strategy. To validate the proposed model, the opinion of experts in organizations affiliated to Isfahan Municipality has been used. Statistical analysis shows, this model has a positive effect on managemet commitment, employee alignment and strategy transfer as shortcomings of the balanced scorecard.
