Roles and functions of information communication technology as center of many global developments is an undeniable affair. ICT as one of the most important tools and infrastructure of development provide required fields for managing and directing information through production, processing, distribution and interchange of data. In this thesis, the impact of information communication technology on indexes of social economic development is considered. Having identified indexes ICT and state development, quantitative indexes , through statistical methods, a relation between development indexes and ICT is explicated and development indexes is calculated with ICT indexes. Regarding effect of ICT on development, objective is minimizing of costs of ICT by one method programming model, so that the other indexes of development that is effective by ICT, is achieved in anticipated limit. Having designed and performed the above model, the optimized amounts are obtained from development indexes ICT. On the other hand, this optimized amount shows minimum amounts for ICT development indexes so that this minimum amounts is provided for economic, social development indexes
