To be successful in industrial investment, it needs to be identified strengths and limitations in any zone area and allocates resources in preferred industries in that zone. There are a few literatures in recognizing successful factors in industrial investment and in some of them, ranking industrial investments has been considered as resource allocation and statistical tools like Taxonomy method have been applied. In our view the taxonomy method is not suitable for everywhere and faces some problems. In this study we propose a ranking model based on group decision making with focus on multicriteria decision making. In this model quantitative and qualitative factors are used with structural considerations and attention to the role of government then specifying industries are ranked by improved PROMETHEE (Preference Ranking Organization METthod for Enrichment Evaluation). Finally this methodology has been applied to the Qom province as a case study and some suggestion are provided for future.
