In this thesis , at first will studying standard model and the problem in the ordinary space . Then persent the noncommutative space - time and Seiberg - Witten map , and examine two different version of standard model in noncommutative space-time . Then study the noncommutative dipole theory . In this theory assigning an instrinsic dipole length to the each field , and definit a star product for it . At the continue with view of scattering photon - neutrino with use of the vertex QED in noncommutative dipole quantum electrodynamic determine the difrential cross section , calculating the scattering cross section wite view of earth rotation , then this cross section depended to the labratory geogeraphical situation , so with calculate this scattering cross section at the center of mass frame and compare with the experimental data , we find a bound on the dipole length of neutrino . At last do to examine the action of Higgs for electroweak at noncommutative dipole theory in adjoint representation .
