Today evaluation of technologic changes of careers, researches, and policy making is of high importance. Evaluating innovation, in institution level, is necessary to decide what extent of our recourses should be accounted for innovation actio also evaluating innovation is necessary in choosing parts of innovation which have high economic efficiency. In addition, in national level, policy makers need the results from innovation evaluation to know the present condition, understand future changes procedures,to edit suitable strategies. After considering all innovation evaluation prospects, it became clear that “research and development” and “patents” criteria are important indexes in this evaluation. On the other hand as improvement and development of a country depends strongly on development and stability of its economic institutions and associations, paying attention to innovation and its input indexes like “research and development” will be of special importance. So evaluating R D units, as the source of innovation in industrial companies, is necessary for optimization and continuous improvement. In this paper by preparing a questionnaire, through 5 criteria namely: technology, innovation, research projects, customer oriented and performance (financial, etc.) we have analyzed R D units of industrial companies. Statistic society in this paper is 134 industrial companies in Esfahan province who were successful in achieving R D certificate from industry and mine organization of Esfahan till the end of 1386. So information here are accomplished by going personally to 45 industrial company available in province and receiving 29 filled questionnaire from the managers of the companies. Also interviewing the managers was another way to accomplish information. After analyzing the information, we came to the results below: When it comes to technology criterion and from respectively organization-ware, human-ware and software aspects it is evident that most companies were in average or good level of performance. Here, we can say about the last aspect mentioned (software) that the situation is quite better since most organizations were in good or very good level of performance. However and unfortunately the results are disappointing when it comes to innovation criterion because most companies have weak or very weak level of performance in this criterion. In research projects, customer oriented and performance most companies have average or good level of performance. In the end, we present innovation policies in countries like Singapore and Japan then we compare the results of those policies considering R D and PATENT indexes with Iran. Finally recommendations have been given for amending innovation policy infrastructures.
