Traortation system is a result of human need for mobility. Traortation infrastructures affect economic and social development and can promote the public welfare. Researchers use various project selection and evaluation methods due to budget constraints and costs of building the infrastructures. Nowadays the uncontrolled rise in population causes problems such as increasing congestion and car accident, inappropriate accessibility, environmental pollution and so on. Hence appropriate traortation project selection and evaluation measures should be considered to achieve a sustainable and equitable traortation system. From traortation policy viewpoint, considering different aspects of equity is one of the strategies to achieve the sustainable development. One of the most important equity types that should be considered in studies on traortation infrastructure projects selection is spatial equity as equity among different zones of the study area. In this thesis a model based on spatial equity approach is explained to evaluate urban streets development projects. So two measures of accessibility and congestion considering spatial equity based on the available information in most studies of traortation are introduced. In these measures zones with inappropriate condition of access and congestion is weighed more. City of Isfahan was selected as the study area and six proposed streets were evaluated by the mentioned measures. Data for calculation of equity based accessibility and congestion measures and the total travel time measure was provided by using Gauss and EMME/2 software. These measures wererated by three groups of people’s opinion, including decision-makers, experts, and users of the traort system using a mixed AHP-SMART method. And so the project portfolio has been selected. Results show consideration of spatial equity is different from traditional methods.
